Hey Latif, I'm sure Kenneth used several tools to get that look, but a lot of it is probably a noise reduction filter like Noise Ninja oder Neat Image. They are make to reduce noise from digital cameras or film grain, but when used to strong they create very much this look. What they do is smooth out small noise and detail but keep patterns and structure. So the skin becomes very smooth but you don't loose sharpness on eye brows or hair.

Personally I think it very quickly looks artificial, plastic like but that is a matter of personal taste.

I know it is a matter of personal taste, but this photo looks artificial to me. Almost like the artwork that computer artists do for games or movies like Final Fantasy or Polar Express.

It is a beautiful face and portrait, but I agree with Dan, it is overdone in post processing.

Kenneth: I looked at your gallery here and I am very impressed with what you can do. I especially like your "straight" photography, without the PS manipulation. I am going to disagree with the other reviews here. I think you've done too much PS with this image. Would you consider posting the orginal photo and letting us compare the 2 images? I have not posted a rating, but I want to say again, that I really liked some of your other posts.
