The central part of your wave is overexposed while the rocks in the background seem to be underexposed. The composition has what it needs to be a good picture but the exposure is just not right. A graduated ND filter turned with the darker portion over the wave might have helped.

It's easy for us to sit at home and make these suggestions, though. You had a pretty difficult situation....could be you made the most of what you had to work with.

Nice picture....just not a great one.
