"Who is stronger?" Definitely the windsurfer (although windsurfing does not particularly require great strength...). He's also got the advantage of sailing "downhill" while that tanker looks like it has a real "uphill" struggle - there's something of a slope on the horizon that you might consider adjusting.

As to Paul's comment, I think this is fine for the Deep Blue category, which is supposed to be "Photographs relating to the Oceans, sea life, and all things marine".
