Hi J,
Try using the curves and levels, and not outright brightness / contrast. That'll give you more flexibility. Masking the sky and inverting it (or masking everything but the sky), following Michael Kanemoto's tutorial will also work..
maybe the easiest method would be to copy the entire photo onto a new layer in Photoshop and apply a soft light filter. If you have CS or CS2, the shadow highlight tool will also work nicely - it allows you to leave the highlights untouched, and play with the shadows and mind tones.
Per attached a quick and dirty version using only the shadow highlight tool.

Thanks for the thoughtfull feedback. I have a couple more photos similar to this that I might post, and I will try some of your suggestions.
When I tried increasing the contrast I kept losing what little blue was captured in the sky.

Hi Jason,
Very nice and tranquil feel. The mirror image of the reflection emphasises the stillness beautifully.
I think giving the hues and contrasts a little boost would increase the impact of this shot. And while you're at it, I think removing the grass in the lower right corner might increase the balance a bit. Nevertheless a very good photo, beautiful scene.
