Hi Stan, just about your supposed poor quality I believe that it is not in particular required here as it brings a special soft pattern all over this composition. Appropriate title as well and who has ever seen a traffic jam in a heavily congested city with clear visibility ?..so even a blur could be needed here to increase the mood or "atmosphere". I mean a healthy atmosphere here as long this is apparently an unspoiled and natural environment.

Yes Brigitte,they are Cormorants,near by at Tommy Topmson Park is birds sanctuary,there is tens of thousands Cormorants and other kinds of birds.
