Hi Siamk.
The answer is- not everybody can see the beauties in nature that you can and also perhaps because there are not enough public litter cans (trash/garbage cans) around the towns or cities in Iran. Show this photo to the City Mayor and see what he says about this! :)) Of course as long as it doesn't cause you any problem- as some people don't like to hear or see the truth and don't like criticism even if it is a constructive one. They just don't want to be part of the problem solving team! :) And just be happy if they are not part of the problem makers teams! :))
