According to Photoshop's "Levels", the photo does span the full range of light/dark, but with only very small amounts near the extremes (maybe the white of the lightest building.) If I cut off those extremes it looks unnatural--all bright spots are equally bright. Using "Curves" to push the middle tones toward the extremes gives an unnatural overly-contrasty look, especially to the sandbags.. At any rate, the contrast has already been boosted a lot in the middle ranges. Any more and it wouldn't look like a gloomy gray day.

Love the composition. Good choice converting it to B&W. Only thing I see that might be improved is the contrast. I can see no true black or white. Perhaps this was intended. Still a wonderful shot. You obviously have a good eye. Great work!
