Almost a sihouette shot but there is still enough detail, a difficult light situation, whether to expose for the background or for the dog, I think you did it halfway. Yes fill in flash could be the answer but it all depends on you. For me, I like it this way, more natural.

Sunsets make great backgrounds.
Experiment with fill flash. You may have to move the flash off camera with a bracket to avoid red eye.
