That photo was taken near Milltown. There are quite a few that stay the winter. You'll find them near the river ussually close to open water. All the big dams will winter eagles. Some will nest here. others just migrate through.
Right now with the geese coming back north you will see alot of them. I saw three just a few mile north of the farm on Sunday in Miner county.
