Devesh, this was a good idea but it has gone wrong because of camera movement. This is easiest to see when you look at the pinpoint light sources right and left of the main building and see they have moved during the slow exposure. It is devilishly hard to hand-hold an exposure slower than 1/60 and absolutely impossible if using a telephoto lens of any length. Get yourself a solid tripod and, just for fun, never take your camera off of it for the next 5 rolls of film. You will see how it improves your photo sharpness even for daytime fast exposures, not me mention anything at night. On the tripod, ensure minimum camera wiggle by letting the self-time trip the shutter.
