Thank you for your words! Its actually not that difficult if you have the right material. For this photo I used my Digital SLR as well as to flashes: one on the camera and another on the right of the droplets.
With my right hand a let drop fall on the surface of the water and took over 100 photos.
In order to achieve the blue color I set the White Balance in the camera to Tungsten. The camera automatically adds a blue tone to the image.
With Photoshop I then improved the contrasts a little bit and brightened up the image. This was enough to get this effect.
Give it a try!

Patience indeed! I can never get this sort of thing right, so I can only admire what you've achieved with this particular shot. Very nicely done, the droplets stand out well through the good use you've made of DOF.
