I would say more than likeyly the problem occured when you worked on the original file. You probably then reduced the size and such of the file to the limitations of this website. That is where most quality loss occurs. The more reducing the more quality loss. The layers merging shouldn't have an effect on it in that way.

I can see you played with levels and lightend the image. But I still see distortion of the face. On the original image I made a couple of layers. On the first I gave it 0.5% gaussian blur, then set the opacity at around 30%. I did this to soften the image a bit. After I flatend the image I made a seconed layer, here I added the black boarder with a bevel and flatened again. I am wondering if the extera layers are the proublem. Would you have any input on this?

Thank you for your comments. I did try to crop the image tighter around Goofy, but with the falling snow between camera and subject becoming larger I settled for this. I also think that the pines play a big part in this shot by leading the viewer to the subject.
