I think you are perfectly right here but I'll add that I don't personally believe in $$$ for rating photos. I usually stick to my feelings.

I like this picture, composition especially. The fisherman is fully in focus, the background, while still important, less so. The fisherman is clearly the subject of the picture, yet not centered, showing his surroundings well. I think it tells the story well and, if used to advertise Minnesota in winter, would convey its message perfectly.

If find the subject of the picture interesting, and I especially like the contrast between the bright yellow and blue on the ice and the soft trees in the background. The fishing guy also has a nice black hat that contrasts with the ice.

However I think the composition could have been more dramatic if you could have gotten way closer to him, and shoot with a wider angle. The cane could have been interesting to see.

In my opinion it is a good average photo that needed a litle more work. You have my coment, and my rating (5)

Great composition. You really did a good job conveying the solitude of the ice fisherman. The exposure is really good because you have some detail on the ice and snow. My one concern is with the color balance. There seems to be a slight green cast to the photo, but that can be easily corrected. Nice work.
