The blurring in the vegetation is due to both causes: wind and aperture. Anyway, I wanted a blurry background to emphasize the silhouette of the fisherman.
What you call oversharpening (the artifacts in the front water?) is the result of using a cheap scanner.

Nice moody image, well chosen crop.
Is the blurring in the vegetation due to wind or focus issues? If the latter, maybe you could have chosen a different aperture to bring that too into focus.
I do notice slight oversharpening.
