I don't know about the lights. But I remember the rule of thumb about more let, less aperature. That said, my real comment is about the scene. If you are going for the punk bar bathroom, everything is too clean. Mess up the floor, throw down some toilet paper. No surface would be left clean from graffiti. Put some fog in the air for the feel of smoke, etc.
I wish bathrooms were this clean at shows

Very good for your second roll. Very nice depth of field and composition. The text on the patch is a little blurry. I assume this was handheld? My advice is don't try to handhold anything less than 1/60th. You get lucky sometimes, but overall it is too hard to keep stable. Great start, keep shooting.
