No work done on this pic at all, just a crop.
I used a ND grad, placed on the waterline, and that was the only "cheating" I did.
I have tweaked the attached version slightly, to bring out the shadows a little

I was using a Hoya Red (25A), I think, in combination with Ilford SFX 200 infrared film. This is the south coast of England, looking towards the Needles on the Isle of Wight.
