I'm not really good at commenting on portraits, they're a specific technical language I'm not particularly fluent in, but what I can say about this image is that to me, it's all about the arrangement of colour. Her blue eyes are brought out by the blue dress which contrast the very red lips and blond hair - thus, blue, red, and yellow. Eye-catching primary colours...
