Q. Whats it for?

I,ve just bought some seconhand filters off ebay. Amongst them is a filetr labeled as an FDL Converter.

What would this filter be used for?

I believe this is used when you're shooting with Daylight Film inside where there are Flourescent lights... flourescent lights have a colour shift to them, and this filter should correct it.

Would this have any benefit with normal light bulbs as well?

Flourescent lights have a green tint; regular light bulbs, orange. The flourescent light correction filter would make regular household lights even redder.
