You're right, continuous tone is a lot easier to see. I use flash because it's not as hot and when photographing children, I need the fast shutter speeds.
You can just use regular household lights. With digital, it's so easy to change the color balance in your camera. Your shutter speeds will be at around 1/8 to 1/30 at ISO 400 or 800 if you use 250 watt bulbs. Just tell your subjects not to move.
I know of several accomplished photographers who photograph this way -- using the modeling lights on their flash systems!
You'll still need to use a light meter, though. It would be really hard to judge the ratios and stuff without one.
As for lighting systems, I don't know as I use flash. I use Alien Bees, which will take a 250 watt halogen modeling light, which is pretty bright. That may be a good way to go if you want to use flash later on.

best bang for the buck is quartz lighting, it's cheap, quick setup and takes moderately rough handling with damage. Shooting digital means you just have to calibrate your white balance for the lighting setup before you start shooting.

Though a somewhat lengthy wait you could try the china dept store on ebay. they seem to offer a good deal though i feel sure the quality control would be shockers.
the best option i feel are those ac slaves that are about some you can also get with gels and synch cord fired. These are not as powerful but with a higher iso they could be used quite effectivly. pluging them into outdooor light sockets rather than buying the beach lamp holders would make a cheaper option too.

I am considering a lighting system for my home as well. I don't know anyone to ask but find 5500k compact flourescent bulbs on the internet. How do these bulbs compare to the usual indoor lighting systems? What are the cons? Is the light output much less than a strobe?
