Q. Can't upload photo

If I try to upload a photo there appears always the same error message:

Upload a Photo

Error uploading image.

The file was only partially uploaded. Please try again.
A JPG image is required and must use the extension ".jpg". File must not exceed 360k in size, and be at least 400 pixels wide and 400 pixels tall. Images with pixel dimensions larger than 800x800 will be resized, and some quality loss may occur.

Please be patient while your photo is uploading. Do not hit stop on your browser during the upload!

Resized the the photograph, renamed it, nothing helps! Any suggestions, what I can do further.
