It depends on your standards, viewing distance, aesthetic goals, quality and resolution of the scan, output method, technique, and factors like whether the subject would be better served by a rollfilm camera, rather than large format.
With billboards, the viewing distance is quite large. Some have been made from 35mm. There is no universal answer to this kind of question.

Billboard? Yeah, sure. The image will be digitally enlarged, and you won't see any problem with quality.
Art quality, but billboard size? Techpan could do it.

Hello folks. I have been a Photo Tech for a long time. When I worked in a photo studio, I would regularly print colour VPS III 120 negs to 30x40" which wasn't the upper limit of what the negative could produce, but rather what my 33" wide Hope processor could accept, and the size was determined really by the amount of workspace I had. Any larger, like roll paper could be used, but at a risk of cinching (creasing) the paper. I did 30x40 from both Hasselblad (6x6) negs and Mamiya RZ67 negs. But at the end of the day, really a 30x40" from 6x7cm is the same as a 13x16" from 35mm.

Mr. Goldfarb is correct. There really is no limit to any format. Viewing distance is very important as well as what YOU consider is good quality - image quality is subjective. The best thing is a great picture printed well - don't worry about print size.
