I'm can't answer all your questions, because I am in the same situation as you, but I've taken a couple of rolls with a 6x6 TLR, and I can answer your second question. Yes, the difference between 35mm and 6x6 is really really huge, so 6x4.5 should also be noticably better. It's two different worlds.
While I can't give you any particular advice on your other questions, you might want to have a look at this site:

I'm sorry, I thought you wrote 10x15 inches. Are you sure you need to shoot medium format for 10x15cm size prints? The difference might not be so obvious then.

1.What camera would you recomend in terms of ease of use for a total beginner, which will not exceed 1300 euros (1600 USD)?
AFAIK Mamiya is the only MFR that offers an slr in the price range you suggested.
2.If I start printing my 645 negs, will I see any noticeable difference at sizes like 10*15cm or 13*18cm?
I'm not sure *you* will see the difference but the gain in DETAIL going from 35mm to 645 is quite noticeable, even at 8x10.
3.What are the cheapest options for a scanner/slide projector which can handle 645 format?
The Epson 3170 or 4870 are the most affordable options though you'll find that a dedicated film scanner such as the Microtech 120rt would yield much better results than either of the flatbeds.
FWIW I shoot primarilly 645/67 ... Mamiya 645AF and RZ67 systems and use the old Epson 1640SU Photo scanner

1. Kiev 88 2. Depending on what lens your enlarger has, you might find it a problem to print MF negs at 10x15cm - because this size is too small :-) 3. I just scan the prints.

1. Used TLR - Rolleiflex with Planar 2.8 (age doesn't matter). Used SLR - Hasselblad with Planar 80/2.8 (circa 20 y.o.) I mean 6x6cm format. I can't see any reason to choose 6x4.5 2.Yes of course. 3. Epson Perfection 3200 (400$)

There are some really wonderful used MF cameras available in the price range you've given. You could pick up a Hasselblad or Mamiya without much difficulty at all.
I'm shooting a Bronica which is 6x6 rather than 6 x 4.5. I got the camera, lenses, viewfinder for 350.00 US. So, I'm CERTAIN that you can get a really nice Bronica, a pretty nice Mamiya and an OK Hassy for the price you've set.

I was mistaken. My Bronica is a 6 x 4.5 and NOT a 6x6. I read somehwhere that it was 6x6 but upon review of my first set of contact sheets....it is most definitely 6 x 4.5!!
