Q. Second Lense for my Cannon Ti

I have the Cannon Rebel Ti with the Cannon 28-90 lense. I'm looking to purchase a second lense for portrait work and also for action sporting events. I was looking for some advice on what type of lense i should be looking at(100-300, 28-300, 70-300) around the $200 to $300 range.
