Hi there Ray,
It doesn't commemorate anything... it's three days of fun/party/celebrating/splashing out starting on sunday and going on 'till Shrove Tuesday or rather Ash Wednesday... then you (should) go to church to get your ash cross and the 40 days of Lent begin... ending on Easter sunday.
It's especially celebrated in the southern part of the Netherlands (below the rivers as we say... if you take a look at the map you'll see) because that part is mainly Catholic, and also in the part of Belgium on the other side of the Dutch border and in the Rhine region of Germany... some parts of Switserland and of course Venice... and even as far away places as Brazil and the 'Mardi Gras' in New Orleans.
But as with all (good) excuse to party carnival is spreading (up north)... but without the tradition and the 'sentiment' behind it...
