What I like is that the shadow of the stairs is giving the real volume of the tank. The curves are taking your mind out from this usual straight metallic things. The triangle of blue sky is the punctuation of this volume description. Personnaly, I don't like without the sky because something is 'missing' to understand well the forms.

I like it with the sky in - the blue adds some visual interest and being able to see the curvature of the structure also is appealing to me. Seperate from your question - I quite enjoy the shadow of the stairs and how it twists and changes shape, it makes for an appealing picture.
