Steve, The primary effects in PS were achieved by adjusting contrast/levels, tri-toning (to get the blue tones), and then adding the border from Photographic Edges. Of course a USM was added to sharpen it up a little after re-sizing. The original was shot in NEF format, so the amount of detail available to work with was incredible.

Fascinating. It looks like you've taken a shot of rocks in a moving stream and turned them into mountains in the mist. The border adds another textural element. Good work in PS. Any PS technique you're willing to share?

John, You are very close :) This is a rock... however, it actually is a long exposure of a rock in a stream, therefore the highlights and low lights are caused by the water rushing by.
