As for the composition, I was a little rushed. Running out of light and racing to make sure we didn't miss the last boat across the river and not really sure where we were going having never been to the area before.

First off - cropping. Your area of interest in this image surrounds the light rays. The foreground is unnecessary. Zoom in, walk up closer, whatever you can do. Secondly, keep the horizon away from the center of the frame - use the rule of thirds. Thirdly, use photoshop's Shadow/Highlight tool to get some more detail and interest all over. Finally, this could benefit from a little more colour saturation. Here's an example:
