Ahh, okay, I was thinking you were shooting from the merry-go-round to the outside at night, not the inside. That explains a lot. The long light lines are the center where the neon is.
So the slight overlap of the giraffe by the light lines are only during the 1/3rd exposure. The longer the lens opening, the more the light would have bled through over the giraffe.
And that is also why I said a tripod may not have helped, with the vibration and rocking ot the merry-go-round. Though, theoretically if the camera is moving along the same rolling motion, it may allow for a crisper giraffe.
But I did forget about the animals going up and down as they go around. Like I said, great attempt at a difficult photo!

I wish I had a sharper image of the giraffe with the blur, but it was an old merry-go-round and the ride was a bit wobbly. I don't think a tripod would have helped....it was hand held and since all the things around me were moving animals I was at a loss for any type of prop to lean against. I was on the merry go round and the giraffe was constantly in the frame and the lights were moving behind the giraffe. the other difficulty was that since it was bright day outside the merry-go-round structure, the lighting was fluctuating maybe 4 to 8 stops so I was trying to shoot at the center needle. I have a half dozen shots of this giraffe, this seemed to be the best. thanks for your comments Dave.

Excellent idea and great attempt. I am trying to technically understand this shot. My first impression is that a tripod would have been helpful. But assuming you are on a merry-go-round, the vibration and mvoement of the merry-go-round could have also caused some blurring.
My next thought is that the long lines of light should have gone through the giraffe totally. You can see short segments of them beginning to overlap the giraffe. So I'll need to give this a little more thought.
Did you by chance motion blur portions of the lights?
Irrespective of my questions, I like this a lot.
