For me *is* artistically great exactly because it is not perfect!
Only some few colors, a not exactly depicted scene, and that's it! I would have perhaps also altered the B&W part by slightly using some impressionistic filter of Painter. (BTW, does anybody know what happened to that wonderful software?)
Between the boundaries of exact photography and abstract painting, there is that what can take the best of both words and combine them to a single creative kind of art. Such images are good examples for that.
