there's a break in the front barriers!! maybe be as a result of using the cloning tool on PS.
i think the composition needs a slight attention. the empty space on the right is redundant! and the horse needs some space in front of it to jump into it.

I like the result Dave. The blur brings out the feeling of motion. I do not know if you planned it this way but the horse and rider are the least blurred which brings out that they are the center of interest in the shot. The very blurred background makes the horse and rider stand out.

Hi Dave,
You are right. panning in low light is interesting. The ISO probably automatically goes to 400 or 800 and the pixel size is also low. That's why the noise is high. But all this doesn't matter as long as you have that energetic motion blur. When I do this shooting racing cars, I put the camera on multiple frame as well. You can always discard 20 frames to get one or two good ones.
