I use Picture Window Pro. A low cost alternative to Photo Shop. There are 2 ways to achieve this effect. One is a "High Contrast" special effect, the other is to convert to B&W and go to levels and push the black and white and mid tones to max levels several times. I then touch up areas with white and black paint to give more uniform blocks of color or get rid of elements I don't want.
I sometimes do this just to check for balance of composition before going back to color version for fine tuning a shot.
