2Ray:
1. Take a look an information of this photograph. This one taken 15 years ago. So, be reasonable, stop suggesting about taking again :)
2. The building has no color as you see, it was 'white'. So if there wasn't any tabacco, he had to change his point of view to protect details from strong light. I think tabacco is a perfect solution to protect composition.
Am i wrong?
Please don't get me wrong. I'm not defensing, just i would like to share my opinions like you dear Ray.

sorry to point out this is bad use of filters, the tobacco has coloured the building where it did not need to, take away these artifical colours and the image is quite bland, better to come back at a different time of day and get good natural colour and interesting textures and shadows
