Alex, I like this photo very much. I was just up in DC myself and attempted a few photos of the monuments. It was just terribly cold and my patients was challenged by the weather day and night. I thank you for getting the shot I could not. I really like the dispersed lighting effect along the wall. My Marine Corps flag makes a good contrast. This is a very nice photo.

A unique and beautiful shot. I can't believe you handheld it for 4 seconds! Without IS! You should be a surgeon.
It would be interesting to see a similar shot but with a person kneeling by the wall where the flowers currently are.

Nabil, Thanks for the comment. I wouldn't be very disappointed, actually I wouldn't be disappointed at all at that Canon comment. As it was a joke. You know whenever you show a good picture you usually get the comment like "Nice pic, you must have a good camera" :) so that is similar to that, just with some twist.

I think the "over exposure" of the monument in the background is perfect. It really helps it glow and adds a great point of interest for your eye to move towards. Excellent photo, and super impressive for a handheld shot.

Joe, thank you for the advice. I use similar technique when it's possible. The somewhat similar result could be achieved by producing 2-3 tiffs from the RAW/NEF file with different exposure setting, -1V, 0V, +1V for example. But some would consider it cheating, I guess :)
That picture was taken handheld for 4 sec. I took it without any hope to have a picture just because I couldn't pass that view. The shake is evident but to my surprise is not as bad as I expected. The second try wasn't even close to that one tho

Excellent image! Since you are shooting digital I will make a suggestion. This trick is only possible when you use a tripod (not legal at this memorial without permission). Shoot a RAW file and in Photoshop make 2 identical images just different in exposure. Adjust one for the wall the walkway etc, and the second for the monument and night sky. Put the two images together in PS (hold SHIFT key while dragging one on top the other, puts them in registration) Then erase the light area of the monument. That allows you to increase your exposure range by several stops.
Back to your image, not bad for a canon :)
