I'm a bit surprised, at such a long exposure I'd expect the water to become really smooth. I would recommend a bit more room on the left so that the boat would be fully in the frame and there'd be a bit less railing (?) in the bottom right corner.
Is there any particular reason for composing this with the tilt?

Wonderful capture, so many unique buildings and lights standing out nicely against the calm silvery water and soft pastel sky.
