He was doing that independently of me, so I assume it is some form of wiping.
Note for archeologists: He is holding readily identifiable English fish and chip paper in his right hand.

It must have been on the outskirts of a music festival. There were tents with people like Isaac Guillory (born February 27, 1947 at Guantanamo Naval Base, Cuba; died December 31, 2000) and Roy Harper, and a big stage for people like Nick Heyward and Aswad.
So the people must have been going to where the music was.
Though I seem to remember this spot was a bit like a camping site.
It was in 1986, which is why I am no longer that sure.
