Maybe members are allowed only a certain number of comments in [Recent Comments] per day.
or
Maybe if the server is busy, it sends only what it can handle at the moment to [Recent Comments].

Nothing really.
My short one-liners rarely show up in recent comments, but sometimes they do. Longish comments usually appear there, but not always. It can't be controlled by an admin/editor, that would be way too much work. But it doesn't seem totally random either, long comments seem to have a better chance.

Thanks for your comment.
BTW I put all those punctuations
marks in the post above, as a test,
trying to figure out what makes a
comment bump a picture up to the
"recent comments" page.
