I don't really think this is a good picture, but it was interesting to me. Their facial expressions, the fact that the officers in either end have this Nazi Officer / Gotham City cop look to them ... and that the SWAT officer in the center is wearing a little too much body armor and is leaning on the wall but doesn't want anyone to notice his back hurts. Anyway, it's a picture, and if it's good, you be the judge.
Well at least they were smiling! I don't think I'd want them angry at me... Next time, maybe get the feet in and keep the camera straight. That would do a lot for it. Also a squarer crop, with the cops almost filling the frame, would give it a lot more impact. But you captured the moment. That's where it all begins... Well done!
I don't think it really matters whether the photo is good or bad. It is probably true to say this image lacks a bit of balance, but so what? You could play around and crop it around the faces or something. For fun. Maybe. The fact that you managed to take it in the first place and make what is really quite a compelling image is--like wow, yeah etc. I find myself drawn to look at it and enter into a staring competition with myself, wondering. What are they thinking - I ask myself. The piggy-faced man smiling benignly and the heavily armoured dwarf looking pert in a benign way... when you have seen what these people are capable of... and here they are all cuddly... People, eh?
