i think this would be better if this had more ...perception of depth and distance and scale to it. if you can't get closer due to a fence, climb it or use a longer lens. if you don't have a longer lens, try a different angle...if you can't do that, find another subject. the subject is really quite busy as it is and the monochrome colors don't help to bring any relief or understanding of what the eye is looking at. night photography is a lot of fun, though! keep at it.
