Well, Brad, Charlie's opinion is one way you might improve this shot. My own approach, standing at exactly the same spot, was to include a whole lot more... It might be wearisome to find it in my portfolio on Usefilm, but I have a panoramic shot taken from here in what appears to be very similar weather (miserable). I do think it was a shame to have to cut off the top of the London Eye, especially as you named your picture for it. Did you think to try portrait format? I often do that even with panoramas, and not only does it let you "get the top in" but also you can use foreground to lead the eye on and up into the real subject. More is ALSO more!
brad, for architecture this seems a little too wide eyed. and then you should take into account the wide eye of the wide angle lens to the sky and open half a stop for achieving good structures where you want to show them. the weather obviously has not been too bright that day? in general: get as close as you can, include just as much as necessary to make the picture show significance and remember, less is more!
