Jim, thanks for the suggestions and comments. The left beacon reflection was limited due to the foreground elements that needed to be eliminated, and the breaks in the moon beam, 1.) the rear one is a breakwater that the right lighthouse is on and 2.) the foreground one is a gap that formed in the thin ice and interrupted the beam of light. I have some other intersting angles that might "shed some light".

Nice night shot. Would love to see more of the left beacons reflection on the ice. Perhaps zooming out or panning down slightly would allow that. What is causing the moons reflection on the ice to break so drastically? There seems to be a gap.
