I agree, a reflector would've been perfect here, fill flash would've done it too, but I think a reflector would've worked better. As for the frame cutting through the joints: I also learned that you should never crop at the joints... I agree about using either fill flash on the model's right side, or having the light bounced from a reflector back onto her... the only thing with the reflector would be you would need an extra person there to hold it in place. Otherwise the lighting has that nice "sunset wamth" to it that really works for portraits. I find that where the frame runs through her legs feels a bit awkward. Something I learned from broadcast school was to try not to cut the frame through people's joints (ie. knees, waist) There are quite a few good fashion photo's on here... you just have to keep asking questions! I really like the composition and layout. I agree that lighting is the main issue here. Maybe a reflector to get the same tone of sunlight from the other side would help. I like the soft tones of the water as well as her outfit. And not to the nitpicky, but her pants kind of fold in a funny way on one side of her rear. Still, very appealing. Nice work.
