Well, here's what I think. You don't want the horizon right across the middle of the picture. You don't want to emphasize the rocks in the foreground. Therefore, you included just the right amount of sky. It gives a feeling of wide-open spaces and freedom a dog would love. Also, nice red shirt against the blue. In general, very good.

I may have cropped some of the sky here to bring Your attention down to the subjects but I guess You didn't want to miss that nice blue sky!
