I have used GIMP 2.0, a public domain tool with functions similar to PhotoShop (http://www.gimp.org/). The standard distribution comes with a script to make a single slide from a single-layer image. I modified the script to take a multi-layer image as an input. It makes a film with each layer becoming a separate slide. The layer names are used for the slide labels.
