There are many photo's of this part of London on this site. Compositionally, this is one of the better ones.
However it does suffer some blurryness. This could be due to camera shake or out of focus.You have good equipment, that shouldn't be a problem.
5 minutes is a very long exposure. Since you have no foreground to speak of, you don't need such a tiny aperture. Try about 5 to 30 secs at f 4.5 or so, and bracket your exposures.

Very nice photo. That 20D will be my next purchase. Low noise is a big factor with your camera. Love the colors here too.
