Elegant photo. City is a like a sparkling diamond necklace across the darkness. Unique and creative shot.
Steve, if you want levels or curves to effect only a certain part of your photo, use adjustment layers and block out (Paintbrush in black) parts you want unchanged. Adjustment layers allow you to finetune your levels, curves up till the last minute. Repeated levels adjustments on the same image (via Image->Adjust->Levels or Curves) degrades the image so it's best to keep curves, levels, saturation changes in separate adjustment layers until you are ready to collapse the layers. That will also allow you to implement Margaret's suggestion while blocking the levels/curves tweak over the city.
My take on the brightness: I like Margaret's suggestion but I also like the original. I am thinking in order to convey the mood the image needs to stay darker, low-key and true to the lighting that was present at that time of the day.

I played with levels upand down on this one - I wanted a fairly low key image - but I use two different PCs (well 3 if you count the laptop) - getting something to look good on both an LCD and CRT is **very hard**.
i like your lightened version actually :) - although it has blown out some of the city lights a tiny bit - that's probably slightly exaggerated due to the small pizel size.

This is interesting and dramatic, the sky is great and casting shadows on the water, I tried lightening a bit so I could see the shimmer on the water better. I think it must be my vision -[or that I am just plain nosy] I often have the desire to lighten or brighten things slightly - so I don't get to miss anything interesting LOL The skyline is great with all the twinkling lights Will attach my 'nosy look' at your great composition Margaret
