About This fountain is found in the courtyard of the Convention Centre behind The Empress Hotel in Victoria. It reminds me a bit of a tornado. Again, fairly bright evening but the background appears dark.

Nice detail, DOF and contrast. The overall symmetry detracts a bit from the image, but other than including more background to the right or left, I can't think of how to improve it. Ditto on thinking it looks like a tornado.
