Actually both ways are correct, either the background blur and the foreground with the moving object freeze in good sharp details, or the opposite, in your case the fore ground should accompany the moving object so both in sharp freeze details with background blur. Saeed

To my mind, if what you want to show is speed, it should be the moving object that is blured, like the vehicles moving to the right. Having the stationary stuff (trees, rocks, bridge) blur creates a different impression. -- Naomi
