I use a free program called Irfanview (Google it :-) It is a wonderful all purpose image viewer and sort of a Swiss Army kife for images (I should add it's only for Windows so if you use a Mac it won't help). I usually use it to resize my images to 750 pixels in the largest dimention (and let Irfanview figure out the other dimension) and then save the image (With a different name!!!) as a jpg with the quality slider set to 80%. That will keep the file size well within upload limits.
