I don't think that was because of the shutter Michele... I love to take photos with increadible fast shutter...many times I use 1/8000!!! :-D perchaps the noise could be on sharpness as you upload your image to the side, I have seen that tool at the upload page...that does not works well, even at soft way... that must be...at the first uplaods I delete my photos to upload them again because of that effect... I always use the NONE on the end of the upload page...
in these interior photos I use flash, a good external flash can do the job, just put the aperture at wide areas (for excample f/4) not the most wide (like f/2) because you want some bigger focal area that support all the area that also the flash support) and as fast shutter as you want...even 1/500 on that (I think Nikon SLRs suppoer flash with 1/500)

Nahhhh not the ISO - I don't think - I think it was shutter speed as they were moving around fast ..no one stopped for me - Lol !!
The ISO was 200 ...what do you think ? Plus I never knew what they were going to do next -haha!!

This particular Pow Wow was held at the casino in a convention room (as the weather was bad, and well... the casino is theirs)))
I was told there was to be no camera's but I did manage to sit down on the floor with the kids, and close to the tribal section - and there were several flashes going off & cell phone pictures so I started up and no one said anything...
In the summer Pow Wow's they are much more strict...NO CAMERA'S at all & much security and many rules :((
This particular Pow wow was for a 30th reunion of tribes thru-out Oregon ...celebrating their recognition as confederated tribes...
Many Indians marry into the tibe here...and so it's very hard to tell who is tribal and who is not. I worked for this tribe in the casino for a couple of years and there was equal recognition of a married member ....
altho I am sure they can not hold any special position.

I am surprised, too. Here, a white person is not even allowed on the reservation during ceremonies, much less take a picture. You are supposed to even have a permit just to take photos of anything at any time. But maybe this was an exhibition where they allow it, I haven't read your description of what a pow wow is...
