Hi Bryce, Apart from the image being a bit small, I think the black frame is too intrusive for this shot. Toning it down a bit, making it more subtle would've worked better, IMO. Other than that, I think correcting the curvature of the horizon is the other thing that keeps this shot from being perfect.
The slow shutterspeed, softening the water, but maintaining it's texture is very well handled, and the composition is well balanced.

the composition and water movement you have captured is excellent, I like it;
although for the light measure; I think the horizon is a little bit overexposed;

Wow! I havent been to Avoca for years. I used to go every year for New Years eve parties. Great lighting amd I like the slow shutter movement of the water
